Des Moines nonprofit Joppa has finally begun building its long-awaited affordable housing village for people experiencing chronic homelessness. The group also has launched a $7.4 million campaign to raise the remaining funds it needs to build 25 homes as part of the community's first phase. Des Moines city officials have found more than $11 million in potential savings and revenue options, leaving City Council members with the final say on which city departments should take a hit and to what extent in an upcoming vote. Des Moines City Council members will head into the Sept. 14 meeting with a total of $11.5 million worth of savings, made up of staff and program reductions, as well as options for new revenue streams.
