Introduction This article focuses on how European Union (EU) Council presidencies pursue influence on broader EU policy priorities. We are concerned with the ways in which member states can use the rotating presidency to prioritise issues that are important for them rather than with the overall success of EU presidencies. There is a rich literature on presidencies and their influence on EU policy priorities (see Vandecasteele and Bossuyt, 2014).
