In Harris County, the number of properties facing 100-year-level flood risk may be more than twice as large as FEMA’s current maps suggest, according to a Texas A&M University study. For the past decade, flood researchers at the university’s Institute for a Disaster Resilient Texas have worked to develop a tool that offers disaster risk information to property owners across dozens of counties impacted by Hurricane Harvey in 2017.

About this data The Houston Chronicle sourced Harris County parcel-level flood damage risk estimation and risk factor data from Texas A&M’s Institute for a Disaster Resilient Texas. The parcels were updated as of 2023, while the risk factors were updated as of 2021. The Houston Chronicle also sourced current and draft floodplain data from the Federal Emergency Management Agency. Floodplains appear in the data as a series of zones with different risk designations in the event of a flood.

Some of Harris County’s most popular residential communities have been built on land once designated part of the floodplain. A Houston Chronicle investigation found that in the past decade, developers and homeowners have challenged FEMA’s flood maps and successfully removed at least 6,556 Harris County homes from official floodplains.
