1 Introduction In the United States, 71% of individuals leaving prison are re-arrested within five years of release (Durose and Antenangeli 2021). Despite more than five decades of policy innovation and a large evaluation literature focused on this population—including some of the foundational workforce training field trials in labor economics (Lalonde 1987)—today's recidivism rate remains largely unchanged from that of the 1970s.
