Representatives of Libya's rival political factions on Sunday signed a UN-backed agreement aimed at resolving long-standing disputes that have blocked national elections in the divided north African country. The Gaza ceasefire could reach a “point of no return” if fighting resumes, the US-backed Board of Peace's High Representative for Gaza told the UN Security Council on Wednesday, as efforts to implement a deal to disarm Hamas face mounting obstacles. Nickolay Mladenov said Hamas and other Palestinian factions had agreed on July 30 to hand over their weapons but warned that violence in Gaza continues. “The ceasefire holds and casualties have fallen sharply but they have not stopped,” he said.
