ST. CLOUD, Minn. — A KARE 11 investigation has uncovered new allegations that workers paid to care for vulnerable Minnesotans were sleeping on the job while billing taxpayers for services clients say they never received. The findings are the latest in a series of KARE 11 Investigates reports that documented allegations of falsified records, missed care, and vulnerable adults left in unsafe conditions while relying on Minnesota’s Integrated Community Supports, or ICS, program.
