SACRAMENTO, Calif. — Starting this month, all parking meters in Sacramento are now enforced until 10 p.m., a change that is creating confusion for some drivers and prompting complaints from businesses in areas where parking enforcement previously ended earlier. Before July 1, about 80% of the city's parking meters were enforced until 10 p.m., according to city spokesperson Gabby Miller.
