The OECD's Development Assistance Committee (DAC) itself is under review. The review comes at a moment of considerable upheaval in global development policy. ODA (Official Development Assistance) budgets are being cut, including the United States, the United Kingdom, France, Japan and Germany. Cuts to United States development assistance have been particularly dramatic in scale and speed.

The OECD Conference on the Future of International Development Co-operation metagainst a bleak fiscal backdrop. DAC countries' official development assistance (ODA) fell by almost a quarter in 2025, the largest annual contraction on record, bringing ODA back to where it stood when the 2030 Agenda was adopted. The United States alone drove three-quarters of that decline. A further 5.8% drop is projected for 2026 before any oil shock impact on the donors' fiscal position is even factored in.

A small cottage industry of commissions, conferences, and coalitions reflecting on what role development cooperation should play in the future have emerged. The first meeting of the Future of Development Cooperation Coalition (FDCC) took place on the sidelines of the World Bank/IMF Spring Meetings a few days ago. The OECD is bringing together participants from around the world for the conference “The Future of Development Co-operation” on 11–12 May.
