Misaligned Social Policy? Explaining the Origins and Limitations of Cash Transfers in Sudan
INTRODUCTION A revolution is supposed to overturn the status quo, not simply change the names of ministers. When Sudanese people took to the streets in December 2018 demanding the fall of the Ingaz regime, they were not calling for a new government to do the same things for a new set of constituents. They wanted transformative change that would address the fundamental challenges of regional inequality and racialized prejudices.

From Development State to Corporate Leviathan: Historicizing the Infrastructural Performativity of Digital Platforms within Kenyan Agriculture
ABSTRACT While there is growing literature on the role of platforms in concentrating market power, this article centres on their role in ‘performing’ economic theory. As infrastructures that measure, monitor and ultimately compel human behaviour, the authors argue that digital platforms should be understood as ‘performative infrastructures’ that seek to incorporate informal populations by compelling behaviour in line with certain theoretical and commercial models.
See The Light?
My intention, when I sat down to write this was to encourage my young friends, who are new to voting, to know what they stand for as we enter this election season. As I continued to put my thoughts down, I realized how much more there that needed to be shared. I encourage you to read with an open mind, instead of doing what my teen/20 year old self would have done….given a huge eyeroll…or a middle finger! Yesterday, our family celebrated my son’s 19th birthday.
Capturing Value amidst Constant Global Restructuring? Information-Technology-Enabled Services in India, the Philippines and Kenya
Abstract Information-technology-enabled services (ITES) has become a sector of promise for many low- and middle-income economies seeking to leapfrog industrialization and build knowledge-intensive economies. Yet as a sector defined by accelerating processes of commodification and skill elimination, its long-term developmental promise must be carefully scrutinised.

Rwanda's economic growth has given its strong state even more power
Rwanda has emerged as a model for economic development. The country has taken great strides just 25 years since its horrific genocide. But at the same time the government under President Paul Kagame has been widely criticised for its authoritarian tactics and use of violence against those who oppose it. Rwanda stands out for many good things. It has the highest number of women in politics anywhere in the world. More than half the members of Parliament in the country’s lower house are female.
Gifts that give back
This is a friendly reminder that you have approximately twenty-six days left to complete your Christmas shopping and write a carefully thought out wish list for yourself to subtly (or not so subtly) hand to your loved ones. The giving season is upon us, the season that we identify as “the most wonderful time of the year” while singing along to carols and eating copious amounts of food. As we begin our festive prep we need to be mindful that Christmas can also be a time of struggle for many people.
The rush for data risks growing the North-South divide
Across the world, tech firms and software developers are embedding digital platforms into humanitarian and commercial infrastructures. There’s Jembi and Hello Doctor for the healthcare sector, for example; SASSA and Tamween for social policy; and M-farm Esoko among many others for agriculture. While such systems proliferate, it is time we asked some tough questions about who is controlling this data, and for whose benefit.

Sellers on the street: the human infrastructure of the mobile phone network in Kigali, Rwanda
This paper looks in detail at the social and economic background of mobile airtime sellers on the streets of Kigali. While informal networks have proved to be an invaluable resource for large multinational telecommunication companies seeking to penetrate African markets, changing technological capabilities may soon displace them. As Rwanda develops its Internet and payment systems, companies and institutions hope to provide airtime and services directly.
