Andrew Cuomo until February 20 to either set the date for a special election to replace former congressman Michael Grimm, or to provide the court with justification for the delay. In a memorandum and order issued on Tuesday, district court judge Jack Weinstein said if Cuomo fails to do either, the court will set the date for the election.
