Proposed reduction or even elimination of tobacco excise in Australia to reduce illicit sales would not make legal cigarettes more competitive. Comparable nations with liberal vape access policies do not have consistently lower smoking prevalence than Australia. New Zealand’s decline in smoking has now flattened out. Borland et al. argue Australia’s illicit tobacco problem can be managed by reducing tobacco excise tax and adopting a regulated consumer market model for vaping products [1].
