A highly trained professional who dropped out of the workforce to care for ailing parents. A single mother, fleeing an abusive situation in her home state. A middle-aged man who has worked hard physical jobs since age 14, but is nearly disabled now due to an old back injury. These are composite versions of patients I know (of course, for privacy, I’m not telling anybody’s actual story). They all have health benefits covered by the Oregon Health Plan, or OHP.

Contractors and subcontractors supplying goods and services to the federal government may need to prepare and submit an incurred cost proposal by June 30 annually if their contract includes the clause at Federal Acquisition Regulation (FAR) 52.216-7, Allowable Cost and Payment, and their fiscal year ends December 31st. The purpose of this clause is to true up provisionally billed amounts to actual costs when required for flexibly priced contracts.
