Question 3 is half baked, supported by people unwilling to mention its details, and avoids cost savings if done differently. Question 3 consists of two pieces: "For the listed offices, (3a) Should our primary elections be changed to top-five primaries? (3b) Should our November elections use ranked choice voting?" Q3 isn't just widening participation in primary elections; it's changing how they work.

“One of the penalties for refusing to participate in politics is that you end up being governed by your inferiors.” ― Plato Ranked Choice Voting (RCV) is making its way through our state Legislature. RCV is a voting system in which each voter votes for more than one candidate per office, ranked by their preference: 1, 2, 3... The number of choices can vary. Tallying rules vary. Generally, ballots are counted with first-preference votes. If a candidate receives a majority of the votes, he or she wins.
