Government faced “impossible trinity” in delivering the 2026 Budget

Reading Time: 3 minutes What was in the Budget directly for Agriculture, biosecurity fisheries and food safety? Aquaculture (Crown settlements with Māori) received a nibble; $8 million. Action on Wilding Conifers was allocated $25.2m over three years. The actual allocation was $109.2m, with $25.2m coming from the Budget, $15m from the Emerging Priorities Contingency and $30m from the International Conservation and Tourism Levy.

Budget 2026's verdict? Zero progress

You cannot claim the benefit of inflation via higher tax revenue and not expect expense compensation pressures on the other side of the operating statement. (Image: NZME) Zero. That is how much progress we have seen in turning the Government books around. That remains the order of the day out to the 2026/27 fiscal year. It is not until 2027/28 that progress is supposedly set to start. Austerity, or so-called tough love, is still more than a year away.

Serious reform will need serious outside help. (Image: Getty) Can we really shave 8,000 from the core government sector, taking it from in excess of 63,000 to around 55,000? The sentiment is fine, but one suspects this will be a bit like the commitment for New Zealand to invest US$20 billion (NZ$34b) in India over the coming 15 years; an aspirational target.
