PORTOLA, Calif. - A traffic stop on Highway 70 outside Portola on the evening of January 16 led to the arrest of local probationer Robert Appley. According to the Plumas County Sheriff's Office, the stop took place around 9:50 p.m., and a search turned up methamphetamine, drug paraphernalia, alcohol, and a firearm holster. Officials say that a follow-up search at Appley's Quincy home and another vehicle revealed more controlled substances and a firearm.
