1 Introduction Access to mental health care within a country is often dictated by geography, with large, persistent supply gaps across regions (Organization for Economic Co-operation and Development, 2023).1 As a result, policymakers have sought ways to increase the supply of providers in underserved areas (World Health Organization 2022; V. Patel et al. 2023; McGinty et al. 2024).

This is the first in a five-part series on the software industry in the age of AI. Software companies and investors have long used the Rule of 40—that a software company’s growth rate plus profit margin should exceed 40%—as a target for high performers to hit. The rule forces management teams and investors to confront the trade-off between investing for growth and delivering returns.

Abstract This paper evaluates whether a policy of providing free, in-home Internet for lower-income households can reduce COVID-19 case rates among those households. Using data from a pilot program in Toronto, we find that deploying free public WiFi in large apartment blocks within a low-income neighborhood leads to a 14.4% reduction in weekly cases in that neighborhood.
