351 Exchange Update: The Sky Is Always Falling Original

The headline's pretty simple: Two documents dropped yesterday. This one from the IRS essentially says "if you contribute your portfolio to seed an ETF using section 351, it needs to look pretty much like the end portfolio from day 1, or its a taxable transaction."   The second document is a bit more vague and serves as a request for comments not just on these 351 exchanges, but also other tax-adjacent ETF issues like box spread ETFs. Why does it matter?
