Abstract The neoliberal imaginary is deeply entrenched and widely legitimised in many liberal democracies. This undermines the possibility of imagining and enacting more just ways of organising society. In this article, we unpack precisely how the neoliberal imaginary normalises the restructuring of the welfare state in one particular context: representations of, and discourses surrounding, both social housing as an institution and social housing residents themselves.
