A pivotal moment for European strategic autonomy, courtesy of Trump
France, the United Kingdom, Germany, Poland, and Italy – the five biggest military spenders in Europe – met for the fourth time last week since the election of Donald Trump under what they refer to as the E5 format. They support to Ukraine and concrete ways to strengthen European security and defence, including changing national and EU regulations to step up weapons production and procurement. This was not the only noteworthy development in the last couple of weeks.
Has the time finally come for a European defence?
Within minutes of the announcement of Donald Trump’s second presidential victory, debates on European defence – which are as old as the European project itself – reemerged as European leaders and commentators multiplied calls for a stronger and more independent Europe.

France-Australia: Salving the wounds of AUKUS
If a week is a long time in politics, 18 months makes for a lifetime in diplomacy. That’s the time now elapsed since the “stab in the back” – words French Foreign Minister Jean-Yves le Drian used to describe Australia’s surprise announcement in September 2021 to scrap a $90 billion contract for 12 French-designed diesel-powered Attack class submarines in favour of a nuclear-powered option in collaboration with the United States and United Kingdom.
France-Australia: Moving Beyond AUKUS
The announcement of the trilateral security partnership between the United States, the United Kingdom and Australia (commonly referred as AUKUS) in September last year put an end to the $90 billion Attack class submarine program negotiated by France and Australia in 2016 and, in the process, began one of the most heated diplomatic crises between the two countries.

A rebirth of the European Union in the shadow of the Ukraine invasion
No matter what happens in Ukraine, this war has been a key turning point for the European Union. Russia, a divisive issue before the war In order to understand the current situation, it is necessary to go back in time to the years leading to 2021, before Russian President Vladimir Putin started making threats about Ukraine. Russia was an extremely touchy and divisive topic among EU members.
AUKUS and Australia’s nuclear submarines
China’s application to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) just hours after announcement of the new tripartite AUKUS (Australia, United Kingdom and United States) security partnership may – or may not – have been coincidental. Regardless, both events illustrate the rapidly shifting geostrategic environment in the Indo-Pacific region. AUKUS is a momentous agreement – for all three parties.
AUKUS: France’s strategic outcry
Last week Australia, the United States, and the United Kingdom announced a new security partnership (AUKUS) and, in the process, put an end to the Attack class submarine program negotiated by France and Australia in 2016.

Macron and Biden: “Friends, allied, but not aligned”
On 24 January, four days after his investiture, US President Joe Biden had his first official phone call with French President Emmanuel Macron. Commentators were quick to mention that Macron was the fourth leader to have this privilege, and the first one from the EU.
Macron’s risky quest for equilibrium via rapprochement
Every year, the “Conference of the Ambassadors” is a central moment in France’s foreign policy, as the French president reflects on the country’s achievements and outlines its objectives for the upcoming year. This year was no exception, as President Emmanuel Macron detailed his strategy on 27 August in a speech that lasted more than one hour and 45 minutes. Some strong continuities with Macron’s predecessors can be identified.
The UN Security Council in a post-Brexit world: France and Germany take the lead
On March 1, 2019, France assumed the presidency of the UN Security Council. This happens every 15 months because the presidency rotates every month between the 15 members of the Council, following the English alphabetical order of the members’ names. However, for the first time in history, France will jointly preside one of the most important bodies of the United Nations together with Germany, which is currently a non-permanent member elected for 2019-2020.
What role has fight against terrorism played in French election campaign?

Islamic State (IS) claimed responsibility, though this has not yet been confirmed, and an investigation was launched by French anti-terror police.

French election: where the candidates stand on foreign policy
The first round of the French presidential elections will take place on April 23. Foreign policy has traditionally played a central role during presidential campaigns, but this has not been the case this time around. This can partly be explained by the unusually high number of candidates (11 in total), the fact that what matters to the French today seems limited to what is happening within France, and the focus of the journalists on domestic issues.
