This paper presents an analytical investigation of the Goos–Hänchen (GH) and Imbert–Fedorov (IF) shifts exhibited by rotating elliptical Gaussian beams incident on a graphene–indium tin oxide $(\text{ITO})/\text{TiO}_{2}/\text{ITO}$ structure. We study how variations in the ITO and $\text{TiO}_{2}$ layer thicknesses induce distinct phase transitions in the GH and IF shifts, thereby identifying the optimal thickness configuration that maximizes their magnitudes.
