Since his dramatic return to power last September, President Peter Mutharika's most visible acts of leadership have not been national addresses, economic interventions or decisive policy announcements. It came as a campaign against illegal immigrants - accused by locals of taking work and resources - set an unofficial June 30 deadline for undocumented migrants to leave the country.
