The bestowing of the chiefly title on Luxon largely overshadowed the visit, with “miscommunication”, as Luxon put it, over what had led to him receiving the honour. At one point, Samoan media reported Samoan Prime Minister La’aulialemalietoa Polataivao Leuatea Fosi Schmidt as saying that Luxon had requested the title via New Zealand’s High Commissioner. This was strongly denied by Luxon’s office and MFAT.

But now Local Government Minister Simon Watts says non-elected individuals can still be appointed to offer professional advice and represent communities, but they will not be able to vote or count towards a quorum. The Government confirmed statutory committees and appointments, including those agreed as part of a Treaty settlement, will be excluded and committee members appointed under acts that are not covered by the Local Government Act 2002 will retain voting rights.

The Treasury caveats some funding for individual initiatives has been withheld for commercial and/or negotiation sensitivity reasons. That means the total of the individual initiatives may not add up to the overall amount spent/saved. Some of the savings are called “baseline savings”. These are general cuts within different agencies or ministries, that could come from the likes of reducing staff numbers or pulling back on discretionary spending.
