Perspective: ‘Structural deficit’ = spending too much
Colorado voters will once again face a November ballot measure aimed at weakening the Taxpayer’s Bill of Rights, or TABOR, in our state constitution. This year’s proposal — referred by the Legislature — is the Colorado TABOR Revenue Cap Increase for K–12 Education Measure. It would raise TABOR’s cap on government spending and growth, and redirect an estimated $4.6 billion in surplus revenue to K-12 programs, including teacher pay, class-size reduction, and workforce preparation.

Polis should take a page out of Alaska's playbook | PODIUM
One of the objectives of the recently concluded special session of the Colorado General Assembly was to address an estimated $800 million budget shortfall. Toward accomplishing this, the legislature passed a series of measures including the removal of some business tax credits, elimination of certain corporate deductions and tapping the state’s reserve fund to make up the difference. As part of the overall cost-saving strategy, Gov.
Public agencies should lead and clean up their ACT first | OPINION
In 2023, the Colorado Air Quality Control Commission adopted an Advanced Clean Truck (ACT) rule. This rule will take effect in 2027 and require a certain percentage of all new truck sales to be zero-emission vehicles (ZEV), electric or hydrogen. These vehicles are two to three times as expensive as a new, low-emitting diesel and have other challenges such as weighing significantly more, having limited range, requiring substantial time and power for charging, and more.

Without EPA waiver, price at pump will skyrocket
Two recent actions announced by the U.S. Environmental Protection Agency will cost Colorado families $800 million per-year more in gasoline and will have a detrimental impact on neighboring states if Gov. Jared Polis does not request a waiver to the Clean Air Act for emissions that do not originate in Colorado. The trigger for these actions by the EPA was the recent downgrading of the North Front Range of Colorado to the “severe” category for ozone.

Op-ed: The "hidden tax" we all pay today due to Colorado road congestion
Colorado has just been added to yet another unflattering list related to our traffic and congestion problems. It’s getting worse and will continue to degrade unless we take action. It’s not just an academic or political exercise as some like to pretend. The consequences of worsening traffic create a direct hit on the pocketbooks of all of us.

USMC's Roles and Missions in and Around Key Maritime Terrain As other great powers rise and swaths of the world fall victim to civil war and instability, policymakers are reconsidering and debating the roles and missions of America's military services. Not Yet Openly at War, but Still Mostly at Peace: The Marine Corps’ Roles and Missions in and Around Key Maritime Terrain
As other great powers rise and swaths of the world fall victim to civil war and instability, policymakers are reconsidering and debating the roles and missions of America’s military services. The U.S. Marine Corps, of course, is not immune. What should the Marine Corps of the future look like? How can it deter and wage war against advanced peer competitors? And how can it do so in a way that complements the needs and efforts of the other services, most especially the U.S. Navy?

Without a dynamic body of theory, an army will follow current doctrine until it experiences … an “extinction event” — a catastrophic failure. The purpose of theory is to change current doctrine through intellect rather than the bloody empiricism of extinction. -Robert Leonhard, Fighting by Minutes: Time and the Art of War Would U.S. policymakers take a gamble on 30,000 amphibious troops’ lives attacking a “rock” in the South China Sea?
Jeff Cummings: Proposition 112 sets back much more than the oil and gas industry
You may wonder why the owner of a crane and trucking company would be so concerned about a ballot proposal that relates to setbacks in the oil and gas industry. The simple fact is that the ramifications of Proposition 112 go well beyond those companies, businesses, and employees who directly work in or for the oil and gas industry. The ripple effect of passing this measure would be felt by every business and resident of our state.
Marine Warbot Companies: Where Naval Warfare, the U.S. National Defense Strategy, and Close Combat Lethality Task Force Intersect
The Marine Corps has a tendency toward paranoia over its institutional purpose – America doesn’t need a Marine Corps, America wants a Marine Corps. We were recently reminded that there are reasons this insecurity endures.
California emissions standard could do more harm than good for Colorado
Recently there has been a push by some groups in Colorado to adopt California’s low-emission vehicle (LEV) standard. Auto dealers and others have raised legitimate concerns about how this change could impact consumers and our overall economy. We can relate well to these concerns about adopting a California standard for our state.
Ten Ways to Fix the U.S. Military’s Close Combat Lethality | RealClearDefense
Last month, Secretary of Defense Jim Mattis directed the establishment of a Close Combat Lethality Task Force. The task force's mission is to improve the “combat preparedness, lethality, survivability, and resiliency of our Nation's ground close-combat formations.” This encompasses U.S. Army, Marine Corps, and Special Operations Command infantry small units such as those described in this gut-wrenching story from Niger and this article from Afghanistan.

When Dauntless Isn’t Enough: The Moral and Strategic Imperative to Fix America’s Close Combat Units - War on the Rocks
Nearly 80 years ago, the German blitzkrieg took Europe by storm. Often lost in discussions about the German military’s panzers and Luftwaffe is that the assault on France would have never succeeded had it not been for “the remarkable performance of the German infantry.” Yes, it was the world’s best infantry small units that set the conditions for the German blitzkrieg in Sedan, France, allowing Germany to capture almost all of Western Europe in a month’s time.

For men at war, the function of the weapon is the function of the eye. -Paul Virilio, War and Cinema: The Logistics of Perception Let’s take the Clausewitzian imagery of two wrestlers further. Imagine that one has been fighting blind. Fighting without sight is possible, when thorough training negates the expectation to rely on sight. The other senses compensate: Kinesthetic awareness is heightened, a premium is placed on sound, smell matters, and the taste of fear pervades.

Transportation solution requires bold action
As in the past, the Ghosts of Christmas Past and Future for transportation will reappear at the state Capitol in January as the General Assembly convenes. As in the classic story “A Christmas Carol” by Charles Dickens, the specter of Christmas Past will pay a visit and reflect on previous failed legislative sessions where promises were made to address our growing transportation issues that are now moving toward a crisis stage.
How to stop discounting pedestrian deaths
OK, so is it? The media coverage does seem to be different. A pedestrian death will usually warrant a short news story like this one, or maybe a longer one if there is something unusual, such as the deaths of Mary Lynch, 83, and Mariama Sillah, 13, both killed this fall by city bus drivers. But pedestrian deaths are rarely followed through the courts the way homicides are, and media outlets are unlikely to do an annual summary of the victims of cars the way they tend to do with homicides.

Energy development in Colorado benefits all of us
Recently, there has been much discussion related to oil and gas production in Colorado. In fact two initiatives are proposed for this year's ballot that would drastically curtail development. One would effectively ban 80 percent of future oil and gas production while the other would lead to an unworkable patchwork of local regulations. The passage of either could prove very detrimental to not only the energy industry but our entire state.
