Far be it for me to disagree with Mr. Thomas Marron's letter on May 13 ("Playing the 'spending game' in Richmond"), but some things do not add up. First, there is no spending game in Richmond. Tax revenue increased because the tax base (the value of all taxable property in Richmond) increased roughly 1.1%. Second, there is no deficit spending, as no new borrowing was added. Third, there is no slashing but redistribution of funds. Lastly, no one stated this budget "...
