Rise and Shine Tattoos sits off a quiet backroad in Kyle, not far from the bluffs of the Blanco River. The shop is in a mostly undeveloped part of Hays County, near prairies and ranch land. To enter, clients walk on gravel paths surrounded by native Texas wildflowers and plants. Inside Rise and Shine, it’s calm and cozy. Drawings and paintings by the married owners, Brandon Smith and Becca Basma Smith, cover the walls.

Texas cities reflects on 10 years after Memorial Day Weekend floods Original

San Marcos Assistant Fire Chief Jim Matano is no stranger to flash flooding in San Marcos. The city's proximity to the Blanco and San Marcos rivers are why it's in Texas's Flash Flood Alley. The area has been the epicenter of dozens of major floods. "I've been more scared on swift water rescues than I've ever been fighting a fire inside of a house," Matano said. "Is the water they're in moving fast? Is there a bunch of logs coming your way as debris? I mean, it could be a dumpster.
