He was locked up, alone, inside the E Pod of the Chesterfield County Detention Center – a disciplinary cell, as inmates described it. By the time Brian Smith was locked in a cell beside Blair in mid-July, he said Blair’s cell was covered in feces, Blair had no mattress to sleep on, no cover, and Blair was begging for water.
