VicGrid, the Victorian Government body now responsible for planning the state’s transmission network, has just consulted on the guidelines that will shape the 2027 Victorian Transmission Plan. Buried in the demand methodology is a curious asymmetry. VicGrid starts with AEMO’s national demand forecasts for Victoria, then supplements them with Victorian-specific analysis for exactly one new source of demand: data centres. The guidelines say so themselves.

Victoria has 2.2 million gas customers spread across 34,000km of pipeline. On peak winter days, residential heating accounts for more than half of total gas consumption, more than 550 terajoules a day. In summer, it falls to near zero. That enormous seasonal swing is about to land on the electricity distribution network. Heat pumps are far more efficient than the gas heaters they replace.

The clock is ticking on a critical gas network reform process. Submissions on the AEMC’s GRC0082 Directions Paper close on April 30, and across the sector, from consumer advocates to network companies, the same uncomfortable truth is emerging: the rule maker has gone about as far as it can go.
