New London — What was shaping up to be a straightforward vote this week on proposed fee increases at the city’s new recreation center was “indefinitely” delayed by a councilor using parliamentary procedure as leverage to get other issues addressed. On Monday, Felix Reyes, the city’s director of economic development and planning, gave presentations to the City Council and its finance subcommittee recommending increases of between $3 and $5 to monthly membership fees for nonresidents.

The ribbon-cutting event hosted by the Chamber of Commerce of Eastern Connecticut drew dozens of lawmakers, community representatives and nonprofit leaders into Habitat’s newly renovated headquarters at 1 Bailey Circle that still smelled of fresh paint.
