In the wake of the devastating Fourth of July floods, which claimed more than 130 lives and displaced countless families across Central Texas, the public might have expected Gov. Greg Abbott to use a special legislative session to focus squarely on disaster relief. The scenes from Kerr County and the Guadalupe River were heartbreaking, with at least 27 children and counselors from a single summer camp among the dead. Yet, while the state still recovers, the unfortunate truth has been laid bare.
