According to data collected by the Organisation for Economic Co-operation and Development (OECD), in its OECD MAGIC Database of Industrial Subsidies, China has subsidized its solar power-related manufacturing industries by $17.4 billion from 2010 through 2024. In contrast to China’s huge investment, OECD countries — 38 member states primarily located in Europe and the Americas, including the U.S. — have subsidized their manufacturers by just $3.9 billion over the same period.

In late 2025, BloombergNEF (BNEF) projected that 2026 would be the first down year for solar panel installations in two decades. As of its presentation at SNEC 2026 in Shanghai, with Chinese capacity installations slowing significantly versus the prior year at this point, it looks like this projection may come true. BNEF solar analyst Jenny Chase examined why the ongoing wars have a limited effect on solar, and what might pull the solar module industry from its doldrums.

U.S. court restores 5% safe harbor for wind and large solar

In a ruling with national implications, the US District Court for the District of Columbia found that the Internal Revenue Service (IRS) acted in an “arbitrary and capricious” manner when it dictated that wind and solar power facilities were no longer eligible to use the 5% safe harbor method to lock in the tax credit in Notice 2025-42 (the Notice). The court vacated the Notice nationwide and sent it back to the IRS.
