Share Robert Cole Parmalee, of Grants Pass, Ore., was charged with breach of peace, electronic stalking, and harassment. Parmalee was arrested twice within the past month — first by Connecticut State Police on Aug. 27, when he was found on a highway near Bradley International Airport and said he was heading to propose to Bueckers, then by UConn Police on Friday while he was still detained at Hartford Correctional Center.
