Known as strategic lawsuits against public participation (SLAPPs), unfounded or otherwise abusive legal claims tend to silence critics and chill freedom of expression by exposing SLAPP targets to the prospect of a lengthy and expensive process of defending legitimate work.

There is a growing threat to the rule of law, democracy and human rights in Europe. It manifests as seemingly run-of-the-mill lawsuits. However, on closer inspection, many lawsuits are not as they seem. Rather than attempting to remedy a wrong, lawsuits can have a much more insidious goal – to suppress truths and to silence criticism. These lawsuits are known as “strategic lawsuits against public participation” or Slapps.

Investigative journalist Daphne Caruana Galizia was murdered by a car bomb on October 16 2017, near her home in northern Malta. For years she had been reporting on a web of corruption and money laundering on the Mediterranean islands, involving places as far away as Shanghai, London, Baku and Dubai.
