Fortunately, there is broad support for reducing the role of law enforcement in crisis response. Unfortunately, the mental health system has a workforce problem. We simply don’t have enough clinicians to respond to all the crisis calls that police are handling. People with master’s degrees and clinical licenses may not be prepared or want to work the odd hours or varied contexts of a mobile crisis team.
A recent national report found that 26% of jail inmates showed symptoms of serious mental illness (SMI; Bronson & Berzofky, 2017) compared to 5% of the general population (Center for Behavioral Health Statistics and Quality, 2016). Given that individuals with SMI risk decompensation and victimization in jail, identification of SMI at booking could divert such individuals to community settings or appropriate assessment and treatment within jail.
