A state trooper who shot and killed a man who was having a mental health crisis in Putney last year will not face criminal charges. Vermont State Police trooper Peter Romeo had a legal basis to shoot 55-year-old Scott Garvey during a standoff at the man’s apartment, Attorney General Charity Clark determined Tuesday. The prosecutor’s opinion came nearly one year after Garvey’s death on July 7, 2025, which his family members have maintained was preventable.
