The family of a man shot and killed by a state trooper nearly a year ago is accusing police of using excessive force and escalating the situation, according to a civil lawsuit filed on Monday. Trooper Peter Romeo fatally shot Scott Garvey, who lived with bipolar disorder and schizophrenia and was in the midst of a mental health crisis.

Attorney general clears trooper who shot and killed Putney man in mental health crisis

A state trooper who shot and killed a man who was having a mental health crisis in Putney last year will not face criminal charges. Vermont State Police trooper Peter Romeo had a legal basis to shoot 55-year-old Scott Garvey during a standoff at the man’s apartment, Attorney General Charity Clark determined Tuesday. The prosecutor’s opinion came nearly one year after Garvey’s death on July 7, 2025, which his family members have maintained was preventable.
