Hennepin notches a legal victory against federal ‘abstinence only’ effort

In a partial win for Hennepin County, a federal judge this week halted the U.S. Department of Health and Human Services from enacting extensive changes to its Teenage Pregnancy Prevention (TPP) program, reviving hopes that the county can continue to receive millions in federal grant funding. The ruling did not, however, restore more than half a million in cancelled funds that the county had not yet spent.

Maternity health care deserts – regions with no obstetric clinicians or birthing facilities – exist in nearly every state in the U.S., including Minnesota. They are typically associated with poorer maternal and infant health and higher mortality risks. Twenty-four Minnesota counties are considered maternity care deserts, including Lake and Cook in the northeast, and several that include tribal lands, including Mahnomen and Clearwater.

Walk into any Minnesota gas station or smoke shop and you are bound to see kratom — from colorful seltzer cans to simple white powder bags or capsules — on shelves or locked behind clear displays. Kratom is derived from Mitragyna speciosa, a tree found in Southeast Asia. Sold in the form of powder, capsules and drinks, the substance is used as a recreational drug, as well as to self-treat pain, anxiety and opioid use disorder and withdrawal, according to the U.S. Food & Drug Administration.
