SCOTTOWN, Ohio — This year marks the 30th anniversary of the Scottown fireworks fire in which nine people from Ohio and West Virginia were killed and 11 others were injured. The fire occurred on July 3, 1996. Todd Hall, a 26-year-old man from Proctorville, Ohio, who had sustained a brain injury, was charged with starting the fire with a cigarette. The charges were dropped after he was found incompetent to stand trial and committed to a state mental hospital in September 1996.
