Governments urged to crack down on illicit tobacco trade; cheaper cigarettes won’t stop black markets

Introduction by Croakey: The Australian Bureau of Statistics (ABS) this week released experimental estimates of illicit tobacco consumption; because of the obvious difficulties in measuring illicit use, these are based upon nicotine metabolite concentrations detected in wastewater samples. The ABS reports that: The quantity of nicotine consumed in Australia increased by almost 40 percent from 2017 to 2025, with most of the increase occurring since 2021.
