1. Introduction California has established a carbon neutrality goal by 2045 and a zero-emission vehicle (ZEV) sales goal by 2035. At present, the ZEV goal is expected to be predominantly met by the purchase of plug-in battery electric vehicles (referred to as “EVs” or “electric” throughout). The state’s ZEV policy is also driving the zero-emission transition within the vehicle fleet of ridehailing or transportation network companies (TNCs).
