1. Introduction California has established a carbon neutrality goal by 2045 and a zero-emission vehicle (ZEV) sales goal by 2035. At present, the ZEV goal is expected to be predominantly met by the purchase of plug-in battery electric vehicles (referred to as “EVs” or “electric” throughout). The state’s ZEV policy is also driving the zero-emission transition within the vehicle fleet of ridehailing or transportation network companies (TNCs).

1. Introduction Electric vehicle (EV) production and ownership have expanded considerably during the last decade. It is well established that EVs provide a critical pathway to reduce greenhouse gas (GHG) emissions from transportation systems. In California, transportation represents about 37% of all GHG emissions, much of which is derived from vehicles powered by petroleum [1].
