On April 2, 1792, the United States Congress passed the Coinage Act of 1792. This legislation created the dollar as the fledgling nation’s unit of money, mandated the United States establish a minting facility, and defined, among other things, the actual denominations of this coinage that this Mint would strike.

The 19th century had a stormy start in Europe, as France was engaged in the so-called “Napoleonic Wars" between 1810-1815. These hostilities saw France battling Spain, Portugal and England, France invading Russia, France being defeated by Austria, Russia, Prussia, Sweden and England and the capture of Paris. Napoleon was ultimately defeated by England at the Battle of Waterloo. But once Napoleon was contained, the instability did not immediately end.

The Coinage Act of 1792 was passed by Congress on April 2, 1792, and signed into law by President George Washington. Copper coinage—half cents and large cents—were the primary economic considerations and were first struck the following year, 1793. These copper coins met the need for small denomination coinage. For larger denomination transactions, foreign silver and gold coins were in circulation and widely accepted everywhere.
