Faustino, a repeat offender, was charged with a felony, and the police confiscated his 2004 Chevy Silverado. The problem was that the truck didn’t outright belong to Faustino. He was making payments to its rightful owner, a small-business owner named Zaher El-Ali, who still held the title to the truck and demanded its return from the police.
