Here’s a stat that should stop every macroeconomist in their tracks: many parts of the UK run a fiscal deficit larger, relative to its economy, than Greece’s at the height of its 2009 sovereign debt crisis. What’s concerning is not only the size of the deficits, but that they get so little attention.

Are more trains the answer to economic struggles in the North of England?

The answer is trains. What was the question again? That’s what most discussions about improving the North of England’s economy can feel like. Policy announcements seem stuck in this loop too: successive governments have announced versions of Northern Powerhouse Rail, most recently as part of a £45 billion plan. Sometimes trains will be the answer to increase access to prosperity. But they won’t be the answer every time.

The UK’s flatlining productivity performance since the global financial crisis is well documented, with negative consequences for wages, tax take and standards of living. Yet there was some good news in official statistics last year. Several of the UK’s largest cities outside of London, which have been perennial underachievers, seemingly experienced a productivity miracle since 2019. This apparent turnaround has been widely reported and has helped shape policy debates.
