At first glance, this creamy penne in a pesto tomato vodka sauce is the ultimate comfort food: silky tomato cream sauce, fresh pesto folded in for more flavor, creamy burrata melting into warm pasta, and just enough red pepper flakes for heat.
Workforce & Economics Archives – Common Ground

Registering a proposed business reduces police stops of innocent people? Reconsidering the effects of strip clubs on sex crimes found in Ciacci & Sviatschi’s study of New York City
ABSTRACT Ciacci & Sviatschi’s ‘The Effect of Adult Entertainment Establishments on Sex Crime: Evidence from New York City,’ published in The Economic Journal, concluded that opening new adult entertainment businesses reduces sex crimes, with the most compelling finding that ‘[strip clubs, gentleman’s clubs, and escort services] decrease sex crime by 13% per police precinct one week after the opening.’ We contend that the study’s conclusions speak beyond the data, which cannot support these...

Fewer people shot and killed by police.
I think this is the first time anybody has been able to compare police use-of-lethal force, apples-to-apples, over 50 years, with honest, reliable, and accurate data! This isn’t big news if this is your field. But there was a recent Guardian headline that got my goat: This bothered a lot of people, me included, because it’s — I don’t know else to put this — a lie. I mean you can think it’s true and be honestly mistaken. You’re wrong, but you can learn. I’ve got no issue with that.
Rafael Mangual Discusses New Book 'Criminal (In)Justice'
Editor’s Note: The following is an adaptation of a talk delivered by the author at a Manhattan Institute event on July 27. My new book, Criminal (In)Justice: What the Push for Decarceration and Depolicing Gets Wrong and Who It Hurts Most, is not about me.
What We Know about the Crime Spike
Rafael A. Mangual and Peter Moskos discuss the causes of the post-2020 crime spike, how violence affects everything from quality of life to childhood education, and the distance between theory and practice in the criminal-justice world. Mangual’s new book, Criminal (In)Justice: What the Push for Decarceration and Depolicing Gets Wrong and Who It Hurts Most, is out now.
A list of police-centered and police-related crime reduction studies
It’s strangely common to hear — often on twitter — something like, “we KNOW police don’t prevent crime.” It’s a dangerous and false mantra. Sometimes Manning (1979), Koenig (1991), and Bayley (1994) are cited, but even they didn’t mean — and do not believe — that police have no effect on crime. Here is a (partial, in progress) list of academic research and studies that focus on police-centered and police-related crime reductions. Updated November 2022.
The Murder Spike of 2020: When Police Pull Back
The rise in murders in the U.S. in 2020 was unprecedented. Complete nationwide data for the year won’t be available until September, but we already know that in 70 cities and counties that account for a fifth of the U.S. population, the murder rate rose by 35%. The largest previous increase on record was 13% in 1968—a year that, like 2020, was marked by civil unrest, often triggered by police misconduct, leading to demands for police reform.
Crime-spike myths: COVID didn’t cause it, and it’s not a ‘hysteria’ Original

Surging Gun Violence and How to Reverse It
Surging Gun Violence and How to Reverse It Fill out my online form. Dramatic increases in shootings have wracked urban America since summer 2020. In the 50 largest U.S. cities, gun violence rose by 42% last year. In New York City, shootings were up over 97%, and in urban centers like Providence and Minneapolis, gunfire victims fully doubled. This brutal trend has continued into 2021.
Defining the Ferguson Effect
Denying the Ferguson Effect and any link between policing and crime has become almost a cottage industry in some circles. It’s sort of the liberal equivalent of conservatives denying climate change and, er, on the small chance it is changing, any link between global warming and human activity. Sure, the world may be warmer. But God works in mysterious ways. Same with crime, if you listen to many of the Left. Here’s a new study : OK. But the author do admit: OK….
Quality Policing Blog
An email from a Chicago Police Officer (emphasis added by me): The idea that every report is being read by people looking to sue police officers is not a way to encourage productive proactive discretionary police activity. The first two months of 2015 saw 51 homicides. 2016 has seen 101. That’s double, for those slow in math. If you don’t want to call this a “Ferguson Effect,” fine. I’ve never liked the term.

In Defense of Flogging
A crazy idea came from a dinner in New Orleans. I had cold-called (or whatever the e-mail equivalent is) a writer and his wife because I was a fan of his work and thought we had much in common. They were gracious enough to arrange a meal and treat me, without much justification, as a professional equal more than a stalker. The conversation turned to corporal punishment in public schools.
Context in the form of quotations
There’s a lot of stuff out there to read about leadership. Here are five quotes I use in the reportto give some context for CPP approaches. The first one I find especially interesting as although written in the context of collective leadership in the public sector in Scotland it captures many people’s questions about CPP as it has developed.

Violence reduction project: Addressing 2020's unprecedented rise in violent crime
This article is reprinted with permission from the Violence Reduction Project The rise in violence in America in 2020 is unprecedented. For instance, 1,800 people have been shot in New York City as of 12/13/20. In 2019, the number was 855. Since June, after protests related to the death of George Floyd in Minneapolis, the increase in violence is even more dramatic.
Introduction - Quality Policing
Urban violence is also the linchpin of concentrated urban poverty, holding all the other conditions of inequality — joblessness, homelessness, poor education, and health — in place. That’s why we must put urban violence first in terms of sequence, if not importance. Until we pull this pin, poverty in our cities will remain as persistent as ever. A neighborhood that is not safe will never prosper.
Decision-Making: The Empowerment Challenge - The Systems Thinker
Imagine that you work for a company that has created a powerful and compelling shared vision. Furthermore, you and your colleagues have established a set of values that supports the empowerment of all employees. Your management team has also worked on surfacing deep-rooted mental models around control and hierarchy, and have launched a restructuring effort aimed at flattening management levels and pushing authority as far down the organization as possible.
Is this the end of crime decline?
Violence in New York is up. If you ask the NYPD, the 30-year New York City crime decline is over. Police have been known to cry wolf and can see the even most beautiful blue sky as falling. But what if this time it’s true? In New York City, violence started increasing in October, before George Floyd was killed, before protests and before “defund police” became a catchphrase. In the last 28 days (through July 12), compared to last year, shootings have more than tripled (318 vs. 97).

Violent, mentally ill, on the street: We need to do better than this
By Peter Moskos New York Daily News | Oct 28, 2019 | 12:40 PM Kwesi Ashun (Instagram) Police officer Lesly Lafontant emerged form a coma yesterday after a bystander, Kwesi Ashun, somehow deemed it appropriate to beat Lafontant with a metal chair while Lafontant was trying to arrest Dewayne Hawkes, wanted on a warrant, after Hawkes had urinated on the floor on a nail salon. Ashun was shot and killed by police.
Marinara Sauce
This post continues the roll of Italian recipes I have been posting this week. All of these recipes were created for a really good friend of my wife and mine. We were actually hosting a retirement party. 50 years old and retiring. A lot of living left to do. Her favorite meal was her birthday meal her mom would make – spaghetti and meatballs. So the true compliment to my Italian Meatballs would be the sauce, or gravy if you prefer. I decided to make a marinara sauce and not a meat sauce.

To make that stark and Swiftian choice, he compels us to rethink our ideas of cruel and humane, barbaric and civilized, progressive and reactionary.

PFO Closure for Cryptogenic Stroke
No one would dispute that Mr. Davis needs to lose weight, eat better, and change his drinking habits. Lowering his blood pressure and treating his cholesterol will reduce his chance of stroke, but he also has a PFO. Disappointing results of early trials1,2 showed no significant differences in the rate of stroke between patients who underwent PFO closure and those who received medical therapy alone but supported a nonsignificant trend toward benefit with PFO closure.
Six Conversations That Matter: A Quick Review

Green Gazpacho Soup
The inspiration for this Spanish recipe series is my wife’s birthday celebration. The other appetizers I served for this dinner included SPANISH MARINATED ARTICHOKES and a SPANISH TORTILLA. I started my Spanish dinner with this Green Gazpacho Soup. I have never been a fan of gazpacho soup but that all changed with this recipe. The soup is aptly named because almost all the ingredients are green.
Baltimore's police problems go beyond just a few criminals in uniform
It hurts to see Baltimore cops turn criminal, especially for me as a former resident and police officer. The conviction of two former members of the city’s Gun Trace Task Force on charges of robbery and racketeering does not end the problems in Baltimore or its police department. Six other members of the unit have already pleaded guilty to federal racketeering charges, reflecting years of robberies, burglaries, intimidation and theft against drug dealers and honest working folk alike.

QPP Extra - St. Louis & Stockley acquittal
Nick and Peter discuss the acquittal of former St Louis police officer Stockley. The verdict lead to violent protests. Peter thinks the preponderance of the evidence — and then some — suggests the officer was guilty as charged (though that isn’t the legal standard for conviction in a criminal case). Peter can’t get over the fact a cop brought an unauthorized AK-47 pistol on patrol. Nick thinks that is less of a big deal, and thinks the case is more nuanced.

Lockdown Nation - Pacific Standard
In 1775, American rebels in the Massachusetts towns of Lexington and Concord took up arms against British troops intent on searching American property for contraband weapons. The Revolutionary War had begun, motivated in part by frustration with military occupation. This April, in Boston, just 15 miles southeast of the site of the “shot heard ’round the world,” citizens gathered to cheer police who, thanks to their uniforms and weapons, were all but indistinguishable from soldiers.
In Defense of Flogging
ALSO BY Peter Moskos Cop in the Hood: My Year Policing Baltimore's Eastern District To my father, Charles Moskos, who always loved a crazy idea You're about to get whipped. Mentally more than physically. It's going to hurt—but it's supposed to. Flogging is a series of hard, cracking lashes intended to cause jolting pain. Once the experience is over, you'll never be the same. I write in defense of flogging, something most people consider too radical for debate, not worthy of intellectual discussion.
Peter Moskos: To reduce crime, Trump must first understand it - and police work
Peter Moskos President Donald Trump declared in executive orders this month that the federal government would try to “reduce crime in America” and that the White House was opposed to violence against law enforcement officers. Our criminal justice system works mostly at the local and state level, so the executive branch of the federal government is limited in its influence over local police. Crime reduction does not happen through fearmongering or federal fiat.
Perspective | Trump wants to reduce crime. But he doesn’t understand good police work.
President Trump declared in executive orders this month that the federal government would try to “reduce crime in America” and that the White House was opposed to violence against law enforcement officers. Our criminal justice system works mostly at the local and state level, so the executive branch of the federal government is limited in its influence over local police. How to make your own Pickles
A while back I received canning jars from the Ball Corp. It really created a bug that I have not itched nearly enough. The first recipe I made with these jars was marmalade jelly. It showed me that canning just isn’t that hard. So next up was to try some pickling. This post is a simple guide on How to make your own Pickles. It is so easy and they tasted awesome. I am just amazed, the more I learn, how easy it is to do it yourself (DIY).
Gluten Free Chocolate Holiday Cookies
I have been talking lately about my wife and my journey into a gluten free diet. She began because it was suggested it might help her sinus issues. She believes she has felt some benefit in her joints. Many say eating gluten free will relieve inflammation. I have been joining her in this eating style for almost as long as she has but I have yet to notice any real differences in the way I feel.
