On February 3, 2026, Congress enacted the Consolidated Appropriations Act, 2026, and tucked inside it was a consequential health-security measure: the United States–Abraham Accords Cooperation and Security Act. (BHFS) Its core move is operational, not symbolic: it amends the Food, Drug, and Cosmetic Act to establish an “Abraham Accords Office” within the FDA and directs the FDA, within two years of enactment, to select a location in an Abraham Accords country and stand up the office.
