INTRODUCTION Opioid use disorder (OUD) is a significant public health concern in the United States (US) including Pennsylvania (PA). In 2021, Pennsylvania had the ninth highest drug overdose death rate (43.2 per 100 000) in the United States. [1] In response to the rising rates of OUD, the PA Department of Human Services introduced the PA OUD Centers of Excellence (COE) program in 2016 as an innovative community-based delivery model for addressing OUD among Medicaid enrollees [2].
