I began in community journalism with a position as the Pikeville Bureau Chief for the Williamson Daily News in 1999, before moving to my current home at the Appalachian News-Express in 2000. After stints both inside and outside the news business, I returned to the News-Express as a staff writer in 2007 and was named editor in November, 2011. One of the government agencies I've had the privilege of covering in my more than two decades in community journalism is the Pikeville City Commission. For more than three decades, the late Gene Davis served as a commissioner, and I always found him to be wise and easy to work with. One thing he did has come to mind for me lately as I've assisted in the coverage of agencies across four Kentucky counties and one county in West Virginia.

Pike County BOE proposes keeping tax rate the same, despite assessments being down

The Pike County Board of Education voted unanimously in a special meeting on Aug. 18 to keep its tax rate at 82.8 cents per $100 of assessed value on real estate and tangible personal property. The move, which still must be advertised for two weeks in the News-Express, then finally approved at a future meeting, will potentially cost the district $332,000 in revenue, according to Pike Schools Director of Finance Rodney McCoy.

It comes as no surprise that West Virginia Gov. Patrick Morrisey encountered some impassioned locals during his two-day "Water Listening Tour" through the southern coalfields. It's a big issue. It impacts quality of life, the community's ability to progress and is even a matter of life and death. And, when the problem keeps worsening year after year with nothing in the way of resolution, aside from broken promises, it's no surprise that frustration is driving people to a breaking point.
