The brother of a woman who died after waiting four hours for an ambulance has accused the Scottish Government of “passing the buck” over the tragedy. Julie Parker, 55, died after suffering a cardiac arrest on her way to hospital after collapsing at the flat where she lived alone with her dog in Kilmarnock last month. Police were called when she failed to answer the door, with officers forcing entry to the property and calling for paramedics after finding her collapsed in the bathroom.
