Update from the Halls Road Improvements Committee
To the Editor: On March 27 the Old Lyme Zoning Commission voted 3-2 in favor of creating the Halls Road Overlay District (HROD). Because the Planning Commission had previously given the HROD a ‘negative referral,’ it required a 4-1 vote to pass, and the measure failed. The HROD is a significant piece of zoning regulation. It takes significant effort to understand the details.
What We Don’t Know About Young Children Limits Effective Policymaking
As we emerge from the pandemic, many important questions have arisen among policymakers, advocates, social service providers and state residents. They’re wondering – and rightly so – what were the impacts, what did we learn, and how can we improve systems in the future?
Regarding Joint Favorable Reports
To the Editor: The “Joint Favorable Report” (JF) is a critical legislative document that is ideally a dispassionate, unbiased summary account of the oral and written testimony of any bill that receives a public hearing and moves to the floor. It is the historical legislative record of a bill that lives on and is often relied upon by legislators and referred to in subsequent years.
Legislative Joint Favorable Reports Need Accuracy
Opinion By: Alexis P. Harrison, Fairfield, Tara Restieri, Greenwich, Maria Weingarten, New Canaan The “Joint Favorable Report” (JF) is a critical legislative document that is ideally a dispassionate, unbiased summary account of the oral and written testimony of any bill that receives a public hearing and moves to the floor. It is the historical legislative record of a bill that lives on and is often relied upon by legislators and referred to in subsequent years.
8-30g may have been good in 1990, but is bad for 2022
In March, we were among dozens of citizens from around Connecticut who testified in front of the legislature’s Housing Committee relating to a proposed bill that would study the effects of our state’s affordable housing law known as the “Affordable Housing Land Use Appeal” or 8-30g. On that day, like many others speaking, we felt optimistic that the impact of this bill would finally be explored and perhaps, open the door for change. At least a conversation, a dialogue.
Opinion: The failure of the 2022 General Assembly to protect our towns Original
On that March day, we were hopeful that legislators would at last review the law that has been in effect for the last 30-plus years yet has done very little to create affordability in our 169 towns and cities. With climate change being the most important issue of our time, creating density and not preserving open space or depressed areas, we are unintentionally creating more barriers to being good stewards of our environment.

Their study of Connecticut housing has it wrong
As members of a group dedicated to informing residents of the 169 towns and cities of Connecticut, we strongly disagree with the characterization of a new study from the Open Communities Alliance that is focused on the so-called impediments related to single-family zoning.
