Ahead of COP30 to be held in Brazil next month, the UN Secretary General António Guterres says humanity has failed to limit global heating to 1.5C and that means "devastating consequences" for the world. A UN review shows countries are failing to fulfil their plans to cut carbon emissions, despite nearly 200 countries signing the Paris Climate Agreement and pledging to submit regular carbon cutting plans a decade ago.
