Spring budget 2024: Key announcements and analysis
The House of Lords is due to debate the spring budget on 18 March 2024. Since the first quarter of 2022 UK GDP has been broadly flat, with slight growth in late 2022 and early 2023 offset by a slight contraction in the second half of 2023.[1] However, given that the population is rising, this means that GDP has been falling in per capita terms.
Value added tax (VAT) at 50
In his book ‘Just Taxes: The Politics of Taxation in Britain, 1914–1979’, the historian Martin Daunton outlines how, in the decades preceding the second world war, the UK relied largely on direct rather than indirect taxation. This means taxation was weighted more heavily towards incomes and profits, rather than consumption. However, from the war onwards, this began to shift. Mr Daunton writes that the Conservative Party had long been enthusiastic about shifting towards indirect taxation.
Climate change-induced migration: UK collaboration with international partners
On 14 September 2023 the House of Lords is due to debate the following question: Lord Harries of Pentregarth to ask His Majesty’s Government what consultations they are having with European and other partners on how best to manage the likely migration as a result of climate change. Establishing a clear and direct link between climate change and migration is not straightforward.
The role of nuclear in the UK’s energy supply
On 7 September 2023 the House of Lords will debate a motion by Lord Howell of Guildford (Conservative) that “this House takes note of the role of nuclear energy in securing the future energy supply”. In 2022, nuclear power provided 13.9% of total electricity supplied in the UK. However, as the table below illustrates, its contribution has fallen significantly since the 1990s, when it provided around a quarter of the UK’s total electricity supply.

NanoSIMS Analysis of Intravascular Lipolysis and Lipid Movement across Capillaries and into Cardiomyocytes
The processing of triglyceride-rich lipoproteins (TRLs) in capillaries provides lipids for vital tissues, but our understanding of TRL metabolism is limited, in part because TRL processing and lipid movement have never been visualized. To investigate the movement of TRL-derived lipids in the heart, mice were given an injection of [2H]triglyceride-enriched TRLs, and the movement of 2H-labeled lipids across capillaries and into cardiomyocytes was examined by NanoSIMS.
